IDEA Definition
Intellectual Delay
A child classified as having an intellectual delay exhibits "significantly subaverage general intellectual functioning, existing concurrently with deficits in adaptive behavior and manifested during the developmental period, that adversely effects a child's educational performance". Prior to 2010, the category of intellectual delays was classified as Mental Retardation, but was changed under Rosa's Law, signed by President Obama. Although the official term has been changed, the definition is still the same.

Developmental Cognitive Disability
A child identified to have a development cognitive delay, is between birth to three years of age, and/or three to nine years of age, and has a condition that results in "intellectual functioning significantly below average and is associated with concurrent deficits in adaptive behavior that require special education and related services"
(Minnesota Department of Education, 2014).
